In Microsoft Paint (the default windows photo editor) you simply select "Image", then "Atributes" and change the percentage to the approximate number needed to get to the pixel count necessary.

Go to resize image. Make sure the 'constrain proportions' box is checked. I think the default mode is in inches, but you can figure out what you need with the little drop-down boxes on the page. Cropping is a different deal. You can also strip out p>>>
