October 31, 2025 at 3:00 p.m.

By Emma Peterson.

The results of the Q3 2025 Market Index Survey for Reroofing are out now!

Every quarter, a coalition of national roofing industry trade associations sends out a Market Index Survey for Reroofing. This survey is conducted by a third-party organization and is the perfect way to track the successes and gaps in the industry across each quarter and provides a larger picture of change over the years.

With the year shaping up to be one of uncertainty for many industries around the world, as the roofing and reroofing markets have experienced, the release of the Q3 2025 results could not be timelier. To dive into the changes that have occurred, Justin Koscher, president of the Polyisocyanurate Insulation Manufacturers Association (PIMA), shared insights from this quarter’s survey.

Survey demographics

  • 61% roofing contractors
  • 39% roofing consultants
  • 92% working primarily in low slope or a blend of low and steep slope
  • 8% operating only in steep-slope roofing

Material usage

  • 37% of roofing contractors who participated reported that the volume of materials installed increased in Q3 2025 compared to Q3 2024
  • 31% reported no change
  • 32% reported a decrease in materials installed

Customer inquiries

  • 30% of all respondents report that customer inquiries increased for Q3 2025 compared to Q3 2024
  • 36% report no change
  • 35% report a decrease
  • The Customer Inquiries Index for the total industry dipped into negative territory for Q3 2025, declining to 47.5 from 58.7 for Q2 2025.

Please note: The Customer Inquiries Index is based on a 0 to 100 scale. A score of 50 or higher suggests expansion or optimism, while a value below 50 indicates contraction or pessimism.

Project contracts

  • 32% of all respondents report that project contracts increased for Q3 2025 as compared to the same quarter previous year
  • 36% reported no change
  • 32% reported a decrease
  • The Project Contracts Index for the total industry remained in positive territory at 50.5 for Q3 2025, down from 51.5 for Q2 2025.

Please note: The Project Contracts Index operates on the same scale as the Customer Inquiries Index.

Project backlog

  • 37% of respondents reported a project backlog of 3 months or longer
  • 27% of respondents reported no project backlog
  • 35% of respondents reported a backlog of 1-2 months

The takeaways

In relation to customer inquiries, multiple business segments reported negative sentiment for the quarter with only businesses engaged in both steep- and low-slope roofing reporting a neutral outlook with a reading of 50.0 for Q3 2025. Similarly, for project contracts, only businesses engaged in both steep- and low-slope roofing work reported a positive outlook jumping to 54.0 for Q3 2025 from 45.2 for Q2 2025.

As for project backlog, there was a 10-point increase compared to the percentage of respondents that reported a backlog of 3 months or longer in July 2025.
