I have a national REIT for a client; they had a property re-roofed after a hailstorm.
"If insurance pays to have vents replaced you better replace the vents!"
The roofer took a chance that no one was going to inspect the roofs on this three-story complex. Every vent had to be replaced as per the scope of work, outlined by the insurance company and the contractor. I don't think he was too happy with me!

I see this stuff all the time, this and bathroom stack collars. It amazes me since If i buy by the 100 i can get basic vinyl vents for $4 each, all that nuisance to save $4 a pop.

I see this stuff all of the time. Entire neighborhoods reroofed but they left the old vent caps and sometimes used the same plastic flanges on the plumbing stacks. That is how the stormers "cover deductibles". If you are going to install a "lifetime" roof, every stack should be new- bases and caps.
I don't believe I would let the shoddy roofer redo the work- can't trust him. I would hire another roofer then sue the shoddy roofer for payment. But if the property owner knew the price was too good to be true, the shoddy work serves him right.
