Out here in Mendocino County of N. California our local planning and building now requires an inspection of the smoke detectors inside the house as part of a re-roof permit process. I am fighting this very invasive policy with all of my resources but I am wondering if anyone else out there has info related etc. ?

As the roofing contractor, it ain't your fight. It is the property owner's fight if he chooses. Ultimately, the permit is the responsibility of the property owner, but it is usually the contractor who pulls the permit. As a contractor, all you can do is pass the cost onto the property owner.

Back in my days of civil disobedience, I never got a permit for roofing a house though every city required them. The problem is every city has different levels of enforcement. Some cities are like nazis and I got arrested once. Others could care less. A city of Dallas inspector stopped me back in '95 and told me to get a permit. I filled out their forms but came to the signature line which if I signed, gave them permission to inspect the whole house. I said that I couldn't sign that. They would not even take my money without the signature. I finished the job without the permit and they did nothing.

Now, especially since insurance will pay for the permit on supplementals, I don't fight it. Besides, it makes the property owner feel all warm and fuzzy inside to know that their city cares so much about them to inspect their property.
