Shingle has aged out of coverage?

I had an insurance adjuster (in Texas) tell me today that he did find hail hits, but with the amount of granule loss, the shingle has aged out of coverage. It's an Allstate policy. I don't think there is anything in Allstate policies which denies coverage for roofs of any age. This roof is a 25yr 3 tab, 13 years old. I've never heard this before. It was one of the "field assists" who stated this, as actual adjusters don't actually inspect properties in Texas anymore. Have any of you Texas roofers had to deal with this before?
