The Human Resources Manager is responsible for day-to-day execution of human resource management and interpretation of policies, procedures, and programs related to employment, compensation, benefits, performance management, and employee/labor relations. This hands-on position drives the organizational development process, serves as an employee advocate, manages employee relations and communications, and ensures compliance with all legal, regulatory, and corporate requirements within the function.

Reports to: Executive Vice President

Job Duties:

Employee Relations

  • Leads employee development, training and career pathing initiatives;
  • Works with hiring managers and employees to resolve issues in a timely manner to help maintain and improve employee satisfaction;
  • Sends out annual employee satisfaction survey, analyze results and provide recommendations to management team;
  • Roofing Apprenticeship Program management – new and existing student, teachers, graduates, etc.;
  • Investigates employee relations issues. Analyze information from various sources and examine potential risks, draw conclusions/solutions and ensure actions are legally compliant and by company values;
  • Identifies and drives the communication and sharing of best practices across functions to facilitate continuous improvement;
  • Acts as a liaison between Operations and HR to ensure HR services align with the needs of the business. Identify new opportunities where HR can add value to the business;
  • Manages wellness program and progress annually.

HR Metrics and Evaluation

  • Halogen reviews- annual review process and quarterly goal check-ins;
  • Track employee skills and skill inventory list;
  • Maintain employee vacation balances and accrual;
  • Metrics;
  • Develops, recommends and administers various human resources plans, procedures and policies for all company personnel;
  • Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems;
  • Evaluates reports, decisions and results of department initiatives in relation to established goals;
  • Recommends innovative approaches, policies and procedures to effect continual improvements in efficiency of department and services performed;
  • Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars;
  • Maintains organizational charts and employee directory ensuring accuracy and currency.

Compliance, Reporting and Resolution

  • Ensures compliance with all federal, state and local employment laws;
  • Oversees EEOC, Unemployment, Workmen’s Comp, FMLA claims, correspondence and issues to reduce cost per claim and close quickly. Put notes and status updates in software;
  • Oversees employee benefits and 401K enrollment and annual auditing report. Ensure annual employer compliance for 5500's and CMS disclosure;
  • Oversees all employment verifications including Temporary Protected Status (TPS) and U.S. work permits/EAD;
  • H-2B compliance and reporting;
  • Develops and maintains affirmative action program; files EEOC-1 annually; maintains other records, reports and logs to conform to EEOC regulations;
  • Maintains EEOC/VET compliance and files report annually;
  • Responds timely to VOE info, child support or other govt notice;
  • Overseas I-9 documentation and compliance;
  • Maintains DOT compliance;
  • Maintains annual ACA reporting.

Company Policies

  • Continue to evaluate and update Employee Handbook which includes company policies and procedures, including, Attendance, Drug and Alcohol Policy, Safety Rules and Regulations, Accident Reporting, etc.

Employee Benefits

  • Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary;
  • Updates KRAs to ensure accuracy and oversees goal management;
  • Performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow;
  • Troubleshoots benefits, payroll, HR or systems issues with appropriate third party

Employee Recruitment

  • Oversees recruitment efforts for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors, recruiters or HR coordinator to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews;
  • Attend seminars to stay current on HR laws, best practices and technology.


  • 5-7 years of proven, hands-on HR experience in a trade/construction-related business environment

Knowledge, Skills & Abilities:

  • Bilingual (Spanish and English) required
  • Advanced knowledge of MS Office, databases, and HR computer software
  • Must have proven hands-on human resources experience
  • Must demonstrate a proper sense of urgency, decisiveness, integrity, confidentiality, and ability to make appropriate decisions
  • Must have strong analytical and problem-solving skills
  • Must have the ability to show empathy while remaining unbiased
  • Must have excellent written/verbal skills
  • Must have the ability to interact and work effectively with all employees representing all levels of the organization

  • Bachelor’s degree (B.A. or B.S.) in related field; or, an equivalent combination of training and experience
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential or HRCI with either (PHR), (SPHR) or (GPHR)
  • DiSC and Profile XT certified
  • OSHA compliance course preferred

  • Minimum 18 years of age

  • Successful Pre-Employment Drug Test
  • Excellent communication, presentation and follow-up skills required
  • Effective communication and interpersonal skills
  • Proven ability to work in a fast-paced environment
  • A strong work ethic and a high level of self-motivation
  • Ability to work independently while contributing to a team environment
  • Participate in local community, non-profit, or governmental activities/organizations for both company business development and personal improvement
